Yet she gets no appearance in Sun/Moon at all. What was GameFreak thinking? ORAS was made directly before SM so they even just recently remade her, and yet they didn't think to include her in the next game?

No Elite 4 prior to SM really have that interesting of characters because you get no opportunity to interact with them or get to know them

She's not Alolan native. She explicitly said she's from Mt. Pyre.
In terms of how the Pokemon world is based on the real one, she's probably Okinawan. They tend to have darker skin and it's basically treated like Japan's Hawaii.

also, Gen 3 Eltie 4? literally who. I can barely remember two of them and that's the first dude with dark type mons and Phoebe.
