The fact she's in the post-game - content that was likely worked on after the main body of the game was broadly finalized - has nothing to do with the fact that in her role as a Captain, she shows up incongruously, appears for three seconds to make an excuse and hand over a badge because oh shit we're one short, then runs off again.
