Why else would they announce a Switch release at E3? The 3DS is literally at the end of its life cycle, and based on job listing datas, the Switch game is likely coming out early, like next Spring.

Basically if GameFreak released a completed sequel of XY in 2015/2016 and gen 7 releasing on the Switch instead of the 3DS two years after. It's a shame GameFreak had to rush out gen 7 for the 20th anniversary similar to what happened with Sonic 06.
