Which Pokemon is considered the "mascot" of Alola forms?

I'm inclined to say Vulpix because of its association with Lillie.

No it isn't. Pikachu isn't the main character of any game, Pikachu is a generic trash mook found in the grass, it's the mascot of the anime (which has nothing to do with the games).
