How is pic related so low? It doesn't die to a single special attack like cloyster and it has a decent ability, which it can use with razor shell, cross chop, night slash, poison jab and x-scissor and shadow claw, even return gets a boost. If you worry about getting OHKOd by a grass move then you could switch the herb for a sash

Yeah and they only seem to give it to Pokemon whose Defense is their highest stat or tied highest with special defense

It makes more sense for Shelgon or Pupuitar to get Shell Smash than Samurott desu
But I doubt they'll ever give it to any of them simply for balance purposes.

I was going to argue that it could potentially leave mons with zero moves, but now that evolution moves are a thing with SM there's no reason not to.
