They gave out Mew in parts of the world for the VC release of RBY. If they make a new mythical obtainable, it will be a different one.

I doubt it'd be worth it, you'd lose it upon restarting the game. Maybe if you have a bunch of shit to bank that you can let rot in it so you can build up BP for USM.

They'll be required to include YET ANOTHER NPC who exists solely to check your Party for a certain Pokemon in order to give you an item for said Pokemon.
In this case, someone who wants to see a Mew and will give you Mewnium Z.
