It discouraged the use of many popular Pokemon like Lucario, Dragonite, Milotic, Garchomp, Goodra, Weavile, Salamence, Scyther with various methods to hide, make them hard as hell to find, or put them post-game (One was Lucario). Many of the psuedo legendaries were there just to provide variety in competitions and megas. The main focus was on Alola and Kanto Pokemon.
