First theory, Maskes Royal is Brock. They're both tan/brown, Royal's ace is a ROCK type, and with how heavily SM panders to gen one, it would only make sense to bring back a memorable gen one character in a fun and whimsical role. Plus, just as Brock is the player's introduction to gyms in gen one, the Royal is the player's introduction to battle royal. Plus, neither wears a shut in their first appearance (pic related)
Alternatively, the Maskes Royal could be Hau's missing father. Same skin color, eyes, both very energetic and friendly, plus, why else would the Royal select Hau as the final member of the introductory Battle Royal if not to spend some time with his son?
