The dumb thing is that most likely nobody would have cared/noticed if they didn't change it.

They redid her sprite in the game because burgers threw a colossal shitfit over it when her design was originally revealed. This is an early episode of the BW anime, so they had already started working on it at the time and couldn't use her new, apron-less redesign.

Tracey exists because Japan knew the anime was going to air worldwide now and assumed burgers would find Brock racist. Brock was brought back for the Johto anime after they realized this wasn't the case.
