Tiers are all about usage, anon. I agree that Lucas is a lot more fun to use because he has so many options, but having a lot of options=/=being good. Falcon may be the standard fire/fighting with only one set, but that set consistently does work and wins games.

Lucas and Ness are probably tanky Psychic type clerics/healers, with access to Refresh, Heal Bell, Safeguard, Wish, Recover, Heal Pulse, Aqua Ring, etc.
