Nobody ran Damp Quagsire ever and its in a similar boat to Swampert. Giving Swampert a counter to Explosion after it was already nerfed is overkill and too niche a counter to be useful.
The only pokemon that used Explosion after its nerf were suicide leads and Lickilicky, the latter of whom would just use Power Whip on Swampert instead. Keep in mind that a lot of suicide leads used either Memento to weaken the foe and allow the next mon to set up a sweep, Destiny Bond to take something down with it, or Final Gambit instead.
