Torterra should be bottom tier, I've seen people say many times it never won a single battle.
Bulbasaur should be higher up, some anon a while ago made a spreadsheet calculating the total number of battles all of Ash's pokemon had ever been in, with their win/loss/tie ratios and Bulbasaur had the highest win/loss ratio out of all of them. His Bulbasaur wins pretty much all the time.
Also as far as I'm aware there's never been a time where he used Muk and Muk didn't take out at least one enemy pokemon before fainting. I don't see why he's bottom tier. I think he competed in three different league matches and didn't buster out in any of them.
I'm pretty sure Primeape was only in one episode, which showed him to be pretty damn powerful and since then he has been in training literally the entire time. He should be mid tier.
