It should be bug fighting and its spdef and attack stats should be switched around (and while I'm at it, a bit of a speed buff as well). These wouldn't stop ledian from being a low tier pokemon, but it'd at least make more sense. Ledian is a flying, four-armed biped, it should be flying around and punching the shit out of things.
I'd be fine with bug normal as well because it could give the option of a STAB and iron fist boosted comet punch. Comet punch just suits Ledian's looks so well.
