Keep it at 1.5x and make it boost Speed as well and it'd be fantastic.
If you really want to fuck the meta sideways, have it and Eviolite count Megas as evolutions.

That's not how stats work. Multiply the actual stat by the modifier, not the base. Fully invested Vigoroth would effectively hit 144 or 209 base Attack.
