This a quarantined ghetto directly next to the starting town. It is inhabited by thousands of immortal tutorial npcs who slowly wander about, desperately looking for someone who doesn't know how to catch pokemon.

This route is the only way out of that wretched tutorial ghetto. Poaching laws are unenforced, leading to lots of orphaned, low level pokemon to catch. There are an inordinate amount of npcs who are to heal pokemon for no charge.
