You could argue that non-Bug-types might want it for Bug coverage, but that would make you severely retarded because Bug coverage is not a desirable thing. U-turn is fine and dandy but that's more for momentum than anything else.
At least with Dig you'd beable to get some Ground Z-move coverage to certain mons. It might make shit like Lycanroc less garbage.
Literally the only pokemon to get mileage out of the TM itself is Golisopod, but there are two problems with that
