By default, no, but if both parents know ANY move the hatchling can also know it will be passed on assuming there aren't 4 normal egg moves between the parents to override them.

Eh? I thought if the father knew the TM move it got passed down, i.e, if a male Marill knew Surf, if the baby could lean Surf, it'd have surf upon hatching. So if it was an Azurill, it wouldn't know Surf, but would if it was Marill.
