I'm conviced he originally had a much bigger role in the story that was cut for time

His model was probably ready ahead of time so they inserted him, maybe at takaos request, in to the main games instead of cutting him entirely and waiting for Ultra Sun/Moon

Now I think we'll see what he was really meant to do
