This is the only existing electric type pokemon that can learn Ice Beam, the best ice type move, and the best coverage move for any special attacking electric type.

How do you explain this?

Why should Electric types learn Ice Beam at all? Just because it's good coverage for them doesn't mean they should learn it.

The real question is, why does stuff like Linoone get Thunderbolt?

It's not even the first electric type to do that, the Electabuzz line learns Ice Punch. There's also Rotom's shitty fridge form.

We are talking about Electric-types that aren't part Ice-type that can learn Ice-type moves so Rotom-Frost isn't included for obvious reasons.

I often forget both Electivire because it is a traded evolution. Also Electivire is the only Electric-type that can learn a Ground-type move in Earthquake (Stunfisk is not included for obvious reasons)
