Boost their defence in hail, make a proper special speedy attacker without a cucked moveset, remove steel vulnerability because why is it a thing anyway. Also, a good physical attack, make sure to never give it to water types, also limit water types from knowing ice beam.

Water is pretty much the best type in the game though, aside from maybe Steel. Its matchups make it very versatile and most Water types have access to one of the best moves (Scald) and multiple coverage moves (notably Ice Beam).

If you buff ice, you nerf grass. The main reason why water is good, genius. And flying is totally fine as it is. Stealth rock is the main problem.

Ice needs another resistance and Water is a menace, so adding Water to Ice's resists would be very beneficial imo.

Mind explaining why Steel no longer resisting Grass warrants an immediate 'no'? It'd greatly benefit Grass, and Steel has more than enough resists anyway.

Water and Ice should resist each other both ways. Ice types aren't a static ice cube but rather a constant source of cold temperature like a freezer. When water attacks hit ice types it freezes due to the constant artic temperatures the you constantly produce. Ice attacks hitting water would be more like the image. A set amount of cold that will likely melt when introduced to a constant supply of room temperature water
Now, that autism is out of the way. Add the ground resist so they can be Zygarde killers I guess. Remember, any offensive buff to Ice will buff Water and make it even more used.

probably because the underlying types aren't exactly equal or comparable.

Sorry, i was was in a hurry when i posted that. I took in consideration the lore behind the types. If not, then you could go with what >>32960652 said if competitive viability is more important. Just imagine a Metagross being hit by a razor leaf and being supereffective for no reason. Totally agree with steel, by a far the most broken type at this moment.

Let it resist Flying and Water.
Give Rock types the ability to absorb SR when switched in.
Introduce Ice type entry hazard that ice types can absorb.
