Serena's whole shtick in the beginning was that she was a new trainer who had no idea what she should aim for, so she just went along and experienced new things hoping to find something that fits her. She experiencing battling, grooming, fishing, acting, modeling, and add to the fact that she was already an experienced chef and at Rhyhorn Racing. She built up enough confidence to break out of her shell and do what her responsibility as a trainer was to do, which is train and bond with Pokemon. And then by episode 40 she had an established goal and her story got better from there on out. Hell she had already made two rivals before even knowing what the hell she was going to do as a goal.
Lillie on the other hand is just autistic. Her goal is to be comfortable enough to touch Pokemon, which is fucking retarded. Especially when by the 14th episode she had done just that. What did she develop and accomplish? Touching more Pokemon? No, that is stupid. They literally had no idea what to do with Lillie even though she had her own story and character arc in the games that they could've easily adapted to the anime instead of muh "can't touch Pokemon" and none of the characters even care enough to ask "why?"
