In Gen 2, the type-based physical-special split meant that he was forced to use his mediocre special stat if he wanted STAB, instead of his great physical stat. Also, most of his good moves were special type moves anyway. in Gen 4, he doesn't get a physical Water type move in Aqua Tail until level 48. This means that in both generations, Cyndaquil is by far the best choice, which is unfortunate because Feraligatr has the best design. Good thing Johto has other good Water types.
