I like that a giant bird is more water-based because that allows for Lugia to move around underwater and underwater movement has always looked more majestic than flying to me.

It seems to hit a sweet spot where it can come off as any number of vibes depending on depiction and atmosphere. It just as easily fills the niche of "adorable waddling featherball" and "avatar of destruction" without feeling out of place.
