every pokemon starts as OU then it drops if there aren't enough people to use it in OU 3.41% and lower IIRC. In the next months they will most likely drop to lower tiers.

For some reason smogon made it so every mega starts in OU and will stayot change on usage. Don't know why they didn't put them in the same tier last gen even in Gallade is doomed in BLhell
