Create a 680 BST legendary that will dominate OU but not make it to Ubers.
However, only two stats can be at 90, and the rest needs to be higher than that.

however this mon would still have an edge with the ability of multiscale to resist the supereffectives, to be able to stand, alongside a good movepool inclusive of

than good would not be worthy of the calling of uber, as it is still slow even though offensively powerful.

at best the mon would become a renewed slaking, which is very powerful, but once outsped compounded highly with its truant, it would easily faint. and as earlier stated in my
typing, the point is to riddle this mon with a lot off weaknesses from the offenders in the OU and Uber meta game

if it learns icicle spear and the ability skill link then this would be the most op mon in the game able to obliterate everything with at least 125 bp maybe even 200+ in a single move boosted by the base atk

Give it a really passive movepool with U-Turn and Taunt. It would check all the Tapus and sponge a lot of hits, so it would be a popular pivot. It wouldn't be a threat on its own, and would be easily taken care of by all the good ground types like Lando and Excadrill.
