Casper the friendly ghost or Boos from Mario are 'white ghosts'. The stereotypical kind, who are white simply because ghosts are often depicted as white.
Froslass, for comparison, just happens to be colored white, for reasons unrelated to it being a specter. Therefore it is not a 'white ghost', but a ghost which is white.
There are no classic 'green ghosts' or 'white ghosts' in Pokémon. All of the basic ghosts are various shades of purple, grey, and blue, unless they have a second type which influences their color.
Decidueye isn't a 'white ghost' or 'green ghost' just because it's an owl with leaves and a cream underside. And Dhelmise is blue, but even if it was green it wouldn't count, because it's just an anchor covered in seaweed.... or seaweed covered in anchor. But, not an actual 'green ghost', capiche?
I might give you Litwick, however, but it's shaky. It's white because it's a candle, but it does sort of look like the designer was going for a pillowcase ghost look. We can't know for sure.
Likewise, shiny mega Gengar is definitely white on purpose and is intentionally made to be a 'white ghost', but as it is a shiny, it does not count.
