Earthquake no longer effects Pokémon that aren't grounded. If their sprites don't touch the ground, they are uneffected.
How is the meta changed?

Earthquake is no longer a reliable STAB move, due to being ineffective vs a ton of new mons. A lot of offensive Pokemon lose coverage options, and stall flourishes even more than it did before.
