I used to hate the entire design, but then I realized that the body and feet are supposed to look like steam boilers and pipes, so that's kind of nifty, but the head is still shit tier.
Gameplay-wise it's shit because it was shafted, wasted potential. Kalos had a steam plant, they made a steam Pokemon. Were they connected at all? No, no they fucking weren't! It was crudely dumped at the end of ORAS's lifecycle as a forgettable event matched to the release of its movie (its only purpose to exist) and never brought up again.
Lore-wise, it's a clusterfuck of nonsense, but then again, so is every Mythical.
Volcanion is a posterchild of the major disappointments surrounding the franchise today.
