It tries to be a design that some will love, and completely succeds at that. It doesn't matter if 80% of the people like it instead of 100%, because those 80% people will show their support more than any of the people who just "like" Dewgong will.
If we were to follow your logic, all that would be left are generic designs that may be liked by everyone, but loved by no one.
Besides, Primarina succeds in both having a big fanbase and a supportive one. It's not divisive, it's a success.
