Let's say that a Tournament of Power is held in Pokemon. All regions that lose get erased from existence. The rules are as follows:
>No Legendaries
>No Killing
>No Items
>6 Pokémon all out at once.

Which region would win and why?

If we go by competitive value
Gen1: Chansey Starmie Gengar Alakazam Dragonite and Clefable would probably be the best with their best mega being Gengar
Gen2: Scizor Skarmory Azumarill Blissey Tyranitar and Quagsire with their best mega being Scizor
Gen3: Blaziken Swampert Metagross Salamence Crawdaunt and Breloom with their strongest mega being Mence. I'd put my chips on Hoenn desu.
Gen4: Garchomp Mamoswine Togekiss Lucario Tangrowth and Rotom with their mega being Lucario
Gen5: Volcarona Conkeldurr Serperior Ferrothorn Hydreigon Haxorus

Primarina not only has Aqua Jet to move around quickly for short burst, but hits very hard and from long distances. It hits the hardest of all those 'mons and has the most powerful Z move in case it's needed, I think it's a fine pick.

Honestly I'd bet on Johto going out first.
A lot of Johto Pokemon are pretty weak and their evolutions were in Sinnoh.
Second would either be Kanto or Alola, I imagine

Nah, fuck that. Make it 5 trainers from each region but with 6 Pokémon each of them, this means 30 Pokémon all out at once for each region. If we are aiming for a clusterfuck, then go off the deep end.

Johto has Magcargo's ridiculous heat plus Tyranitar's immunity to everything with a side of nuclear-level offensive power. The only thing that can rival that is Gardevoir's miniature black holes, and even that might not be enough to overcome Tyranitar's inability to be harmed by any sort of attack.

Johto fucking stomps.

Magcargo gets disqualified almost immediately, and kills most of its team, possibly all of them, since they have to start off in incredibly close proximity to it. They have to be closer to it than the other teams do, at the very least, so Magcargo is actually a huge detriment to its team.

That still leaves Tyranitar's "perfect defense". Its body is established as immune to harm and it being a Dark-type shuts down any mental shenanigans while making spiritual attacks very difficult to pull off effectively. If that weren't enough, the thing is so strong that it can radically alter the landscape, a level of power that pushes it into the range of a living nuclear weapon. Oh, and it can Mega Evolve for a significant increase in power and durability on top of all that. Sure, game mechanics would have it drop like a bitch to the first Machamp or Breloom to land a punch on it, but that Gold version Pokedex entry basically says "fuck that" and makes it nigh indestructible.
Shit, the Pokedex hypes it up so much that I'm pretty sure Johto's next strongest contender is fucking Pupitar, which is somehow also able to bring down entire mountains on its own.

If you're going to go by dex entries BUT also deny game mechanics on how fast Tyranitar falls to Machamp, Machamp's ONE arm can move an entire mountain and it can fire 1,000 shots in 2 seconds.

Tyranitar would be really good, but it has the same problem as Botamo in DBS
It's invincible but really, really slow.
Find something fast and strong enough to lift it, and you can throw it out of the ring

Right, Machamp's one arm moves mountains. Tyranitar's one arm destroys them. It takes a lot more power to destroy a mountain than to move it, and moving it takes a lot of fucking power in the first place. The Gold entry would still say that Tyranitar wouldn't be hurt by Machamp's thousand fist barrage, but as >>33018554 pointed out it could still get tossed the fuck out of bounds I guess. Dunno if Machamp would be the one to do that, Tyranitar has a slightly higher Speed stat so it may be just fast enough to not get caught. Then again, anything that can move fast enough to punch a thousand times in two seconds should be damn hard to keep away from so Machamp should take it anyway, stats be damned.
Actually, is there an out of bounds?
OP's rules don't mention an arena. Maybe Machamp could toss it into orbit, I don't think Tyranitar can breathe in space.
