If I were to find me a copy of Pokemon Ranger that still has Manaphy in it, can I transfer it to DPPl using at least one 3DS instead of two DS?

No. You need two consoles.

Also, unless you're going to buy a factory sealed copy for $100, you aren't gonna find one that still has access to Manaphy. Your other options are finding a used copy and using 3DS homebrew to move a save file with Manaphy ready to transfer onto that, or a flashcart.

As in two DS specifically? Or can I transfer from a DS to a 3DS or a 3DS to another 3DS (I know 3DS can play DS games but I'm not sure about the transfer limitations)?
