Regirock and Regice with weather might be interesting, but it leaves Registeel out. If there were some sort of Steel-based Terrain than I'd be all for it.

Give them all reskins of filter called solid [material they're made of]

Solid rock (already exists) regirock
Solid ice regice
Solid steel registeel

In top of that they all get recover and their HP goes from 80 to 100 (580 to 600 BST)

If you want to turn Registeel into a proactive sweeper (no adding Metal Burst), I'd say giving a unique accuracy ability, something like "Eternal Watcher" or some shit. Moves all set to 100 base accuracy, and all moves gain a crit rate bonus equal to 100%-their original accuracy.

Regenerator alone would push Registeel and even Regirock to OU. Regice would just make it to UU because it's an Ice type.
