I think OP is rather implying something like nationalism expressed by regoons that extends to the point where see if others from other regions as inferior. It'd be like calling someone from Kanto a lowlife criminal since Kanto is implied to be not as clean and may have higher criminal activity than other regions
or it could be based upon relations between regions in history. An example being could be that Hoenn could've taken territories in Aloha after a sort of war and ruled in a tyrannical sort of state over there, leading to shaky relations between the two in the future after that was all over
