I don't think there will be gyms. One empty lot is too small for a gym, Malie City. The lot is the exact same size as the lots for houses in Malie. If there was going to be a gym in Malie, it would be on the west side of Malie where the building can be larger. Gyms can be small buildings, especially in ORAS. But they are never the same size as a house in the Pokemon World.
