The last time Venonat, Krabby, the Hitmons, Omanyte and Kabuto have been in a regional dex was in Johto, which was an upgrade of the Kanto one anyway.

teddiursa is only in GSC's regional dex. But it is available through the game-cart second slot in DPPT and in-game trade in W2

Not only is it Pearl exclusive, but it also is a very lackluster and bland pokemon in which makes it undesirable, especially for the late game stages in which you're actually capable of acquiring it in. If Glameow was an entity held within the first few routes of pearl it'd be as popular as kricketot.

I thought it was a good design. The tail resembles a cat toy, and upon evolving acts as a belt. Though it is a shitmon, I think that aspect of it's design is pretty cool.
