why is this move allowed in competitive play?
the main difference why this is broken compared to roar is, while both can be stopped by simply switching a pokemon with magic bounce, roar can be countered by soundproof, which has a (few) other positives to it as an ability, as well as being much easier to get a pokemon with the ability. suction cups works too, but you would never run it on the available mons, all of which are low-tier.
circle throw and dragon tail may deal damage and do the same effect, but they can also be dodged with type immunities.
to counter whirlwind without using the !!! ZERO !!! non-mega OU pokemon (ONE mega OU pokemon) you have to use taunt or the kill button. and to do that, you have to rely on whirlwind sending out the pokemon that can counter or stop the whirling birb.
whirlwind can effectively stop all momentum a pokemon or entire team has by forcing a switch, and on top of that, can deal upwards of 50% of damage.
there's nothing in OU that is of OU usage that can be switched in to stop whirlwind except for mega-sableye, which relies on the player having already used the mega stone (which is likely) and thus also means you have to use a mega stone to stop and punish whirlwind.
