There's a lot of Hawaiian culture in the movie, and people automatically assume it's Africa? No.
It's basically based off of prehistoric Hawaii. Maybe almost around the time it became a part of the US, but still before that.

They don't have coconut trees in Africa.
Rafiki also draws in a Hawaiin style on the walls.
Timon and Pumba do a hula dance and even wear appropriate attire.
Even at the beginning of the movie, there's a Hawaiian sunrise.
Plus, if those animals were really in Africa, then the people wouldn't starve like they do now.
Oh, and all the characters have Hawaiian names.
