How could blue make a gym with no type theme and just use whatever the hell he wanted? janine had to pick poison from Koga, why wasn't he forced to pick Ground from Giovanni as well?

No she wasn't. She's his daughter so she was likely brought up training poison types with him. It's not mandatory.

Gym leaders are just autists that can't get over their favorite type, blue being an exception
