Primarina is already the Sea Lion starter pokémon, it would make no sense if Samurott was also one. Plus both are drastically different. Gamefreak is smart, as they know to keep starters varied. That is why there are no two sea lion starters, and why Samurott and co. must, by process of elimination, be shark-based.
