Well, part of it is because it can't use hidden power fighting. Giving it that probably won't even make it OU, but it's a start.

The 3 31 IVs legend rule. HP fighting requires 4 or more even IVs, which is impossible for legendaries to get legit as they always gave 3 maxed, odd, IVs.

Hidden Power Fighting requires at least four IVs to be even, and legendaries in gen 6 and 7 can only have three even IVs max because the other three are locked to 31.

It needs a new form(s) that boost it's stat by at least 80 points total. It's a third Legendary, so it should have a form that has at least 680 in a good distribution.
