Considering how low Crystal sold internationally as well as domestically (for Japan), I wouldn't bank on Kris being a hot ticket item, especially not enough to warrant a quality figure. Even if game sales didn't matter, they could likely look into other things like what characters still get good quality fanart on Pixiv or who sweeps a popularity poll. It's not unheard of for companies like the Pokemon company checking the tide of their fanbase to see which characters are still relevant in the majority's minds.
So sure, maybe sales aren't much different from say BW2 but fans being passionate for one character over another is going to put one of them on the map.
