It's identical to Arceus' ability, except Silvally uses the Memories, and using a Z-Crystal instead won't change its type. Like Mega Stones and Genisect's drives, Silvally's Memory can't be knocked off.

No because, Arceus change type with Plates AND Z-crystals.
Silvally change type only with the shitty memories.

Arceus has more flexibility since Z crystals can also change it's type. Silvally only gets them from worse items as far as I know don't even boost damage
