If they assume that it is a singular one-off form, they'll want to vote for it to be continued if they like it.
On the 4chan poll, it could easily be interpreted as a Deus Ex Machina for only anime plot reasons, which could have overall lowered it's likability, as they not only never had any chance to use it, but also had only a pattern of anime and agressive marketing to draw from. Greninja was given the name Shillfrog here for this exact reason.
