Yes. All pokemon from gen 6 and before were made available in gen 6, and gen 7 obviously contains its pokemon.

Yes. With a Kalos and a Hoenn game you can catch almost all Pokémon, and for those not available on neither of those games then you have the GTS.

For Gen 7 I can't tell too much until USM is released.

That's cool. If you want a living dex, would you recommend doing it this way or the autistic way, catching each Pokemon in their original gen (remakes only)?

No, regionaltism is only worth it for your favourite mons. Say you're a big Charizard fag, you'd breed an adamant one with DD in FireRed and go full ribbon fag on it. It's too much work to do for more then a handful of Pokemon.

I made a living dex with X/AS and again in Moon. It's fine, but I still plan on catching them all in the older games. Probably won't do a living dex though

What the fuck does this mean? I've seen several people mention it recently. Do you just mean generation 7 dex since it has a rotom in it?

It means literally having them all.
You'd normally only have a Venusaur, you'd have Bulba and Ivy's dex entry but only a Venusaur.
With a living dex you literally have them all, not just their entries
