>Victory roadVictory Road is meant to be a grueling journey, each trainer uses a full team and at least one mega evolution. Their pokemon's levels get higher the further you go into Victory Road. With this being victory road the weakest trainers have pokemon at an equal level of the 8th gym leader while the stronger ones start showing pokemon with about equal levels to that of an elite four member. At the end of Victory Road you fight your rival who's pokemon are just as strong as an elite four member but aren't quite at Champion level.

For rematches up the levels of the elite four by 15
The post game is then filled with trainers who's pokemon levels fluctuate, not all of them use full teams. The deeper you explore the higher the levels you find. The highest they'll go to however will be equal to an elite four member rematch. You formally defeat the evil team's leader whose pokemon are in the 85-90 range.
Getting your pokemon to level 100 should be feasible following the in-game route without needing to spend what feels like an hour trying to go up a few levels once you hit the 90s.
