They're either tied with/worse than Rookie Digimon (Sukamon, Numemon) or near Ultimate levels themselves in certain situations (Devimon in 01, Angemon against any kinds of dark digimon, etc.). Lucario strikes me as Gatomon tier(who was able to fight with the rest of the Digidestined Digimon just fine), but stronger; out of all the big monsters, he's not quite as huge as other mons, but he's still pretty high tier in Pokemon strength if anime canon and game canon together is to be factored.
On the other hand, Renamon fought champions herself but had to have Rika's help in order to fight them, and then eventually needed to evolve so she wouldn't be completely bodied. She's a high tier rookie for sure, but she's not high-tier Champion level.
Either way, there's too many factors here, and Death Battle is more of a time killer than an actual serious discussion of who would win most of the time.
