This might sound kinda dumb...but hear me out.
Swap out hp fire for dream eater, and put psycium z on it. You get a stupidly powerful psychic type move that works regardless of whether or not the opponent is asleep. And even then, you still have the sleep powder/dream eater combo.

It's a gimmick, but damn is it fun as hell.

Hidden Power Rock > Hidden Power Fire. Dugtrio can trap shit anyway so steels shouldn't be a problem. . Put 56 points into defense to avoid that 2HKO from Adamant CB Zygarde and take them away from speed, you won't outspeed all those scarfers anyway at +1. Also, Miracle Seed > Lefties, lets you OHKO Zygarde with Petal Blizzard and you will be spamming it anyway. You might as well drop HP for Synthesis, lets you wear down some double resist like Skarm easier and makes you last longer.

Is there something specific you want to build around ?

If not we can just suggest the most standard mons out there. AV Tangrowth to deal with Zygard and Ash Gren, Def Mew for Defog and wisp, Lando for SR, Ash Gren, a scarfer that can outspeed and kill a +1 Volc etc are your typical go to choices to fill the most roles

Use Stantler as tr suport with intimidate or never use him.
Put some SpA EV's on Tangela.
176 HP 80 SpD EV's on Escavalier will help him to tank better special moves. Also Megahorn > X-Scissor

dude Hidden Power Fire can do a fucking x4 to Durant and Escavalier + something to Registeel and Bronzong.

just why Hidden Power Rock ? the birds in the tier are pretty shitty and easy to kill, not a big deal and Torkoal is really bulky so it will not be much help, how much does it serve to you for Minior (which isn't very common in RU), If you need to fight with Milotic well use fucking Petal dance and better kill Salazzle with some pokémon with Earth Power.

Surf is a bad move and you never should use it outside water pokemon. Put Dark Pulse on Hydreigon instead (or hp ground if you really hate Heatran)
Momentum is good, but Toxic will help Gliscor to have wallcripling pressure.

If he is really that scared about SR, he can put rapid spin on Claydol or lead with Stantler. It's not like he needs to set up SR turn 1 or to use Explosion right after TR
