Bagon's call rate is only 9. False Swipe TM is post-kahuna and the only alternatives are grinding Yungoos for Super Fang or getting lucky. Growithe is the only accessible Intimidate mon and its only accessible SE move is Outrage (Hidden Power is post-kahuna too). This means that achieving the maximum call rate possible at this point in the game requires a level 25 Yungoos and a level 43 Growlithe. At that point you can steamroll Hala with Growlithe alone, so Salamence being OP is a moot point. And that's STILL ignoring the fact that Salamence is like 1% chance even if the call is successful.
But let's say we take your advice and settle for something less optimal but more accessible. Horsea and Carbink are also post-kahuna. Status doesn't matter as the Nest Ball makes catching low-level mons trivial; it's FINDING it that's the issue. And healing won't do shit when you run out of PP. Even with a team of six Draining Kiss Cutiefly and the whopping two Leppa Berries you can acquire at that point, you still have to deal with a suboptimal call rate and a minuscule chance of calling Salamence to begin with. This seems to be the point you're not grasping: this thing is STUPIDLY rare. The average time it takes to find one is far longer than the time you can realistically keep a battle going without you're entire team Struggling to death with the resources available at that point in the game.
