I'd go with a feline that evolves into a Sphinx. Also, it would have to get Sandstorm. Maybe give it the "Sand X" abilities or a signature ability that does something different in sand.
Flying would be interesting given the regional bird trend. It would force one of the two to deviate from typical flying conventions. If regional bird deviates, then flying type starter can be standard, but in the case of the starter deviating, I'd say go the cloud route like Tornadus and make it pure flying type. Avoid making it a bird, maybe something like a wind dog with puffy cloud fur that causes whirlwinds when it chases its tail. Make it become more sleek and aerodynamic as it evolves and make it based on a mixed breed of dogs, like how clouds can overlap between what kinds they are. Unlike the other canines, make it a special attacker and physically frail, with some special bulk thrown in and make it the fastest of the three, able to run like the wind. Gale Wings seems the most fitting based on the description.
Fighting would be the mixed attacker with more balanced stats overall, with slightly higher HP and Special Attack than everything else. Base the whole line around Qi and Energy and start it off with a rambunctious little reptile full of energy and fighting spirit, but it becomes more disciplined as it evolves, learning to use all of that energy more productively. Base its design on Monks and make it evolve into a dragon-like Fighting type similar to Charizard, basing it on a chinese dragon that goes by Chi. Altenatively, make it Dragon/Fighting.
