It's more like S/M were intended to be on the Switch sometime this year and, because of a combined fear of utter failure for having to replace the Wii U so quickly and people complaining about it being 2 years since the last one already, Nintendo pushed them to make it 3DS instead.
This makes it rushed and shit because they suddenly had to back port it to a shit system in comparison. That's why they were talking about it in 2015 andwhy it was taking longer than a year to push out the next one.
Though, I wouldn't even say it can't be proven like the OP suggests is what we should be posting per se because there are hints of it. For example, lack of touch screen features could be because they were planning for Gen 8 to be there and thus reducing the functionality so removal wouldn't be so sudden, but when you look at what it actually is most of the time it becomes a little clearer...
The Dex, which inhabits the lower screen most of the time, has always been based on the system. There is no wide, one screen tablet like the Rotomdex in the 3DS family but that's EXACTLY what a Switch is, now isn't it? The character even holds it similar to how you'd hold the Switch with Joycon in official art.
Furthermore, it makes the Dpad functionality make sense too. Just look at how BotW uses it and then how S/M use it. Seems pretty clear it was originally planned to be on the separated Dpad the Joycon has to me.
